Successive attempts over 30 years at devolution within England have had only a limited impact. Under governments of different political persuasions, the extent of any transfer of power and resources has been restricted and highly conditional on the decisions and priorities of the UK government in Westminster and Whitehall. Is this relative failure simply a reluctance of UK politicians to ‘let go’ or are there fundamental problems with the way the UK government that runs England is organised? If we want to devolve power successfully, do we first need to reform the way that power is exercised at the centre?
