Charges for the provision of environmental information

Charges for information provided under the Environmental Information Regulations 2004

Regulation 8 of the Environmental Information Regulations allows public authorities to levy reasonable charges for making environmental information available pursuant to a request. Charges may not be made for allowing access to any public registers or lists of environmental information held by the public authority, nor may a charge be made to allow access in person.

Charging regime

The charging regime is different from that permissible under the Freedom of Information Act 2000. Where we charge on a per-hour basis, we apply the same charging rate in respect of staff below Level 4 that would be permissible under the Freedom of Information Act (£25 per hour). The charging rate for staff at higher levels is set in line with the University’s recommended Research Day Rates.

Charges

Photocopying charges will be set in line with the University’s published rates. If the printing or copying is performed at the applicant’s request by a member of staff, an administrative charge (based on time spent copying/printing/collating) will also be levied at the appropriate hourly rate(s) shown below.

Postage and packing will be charged according to prevailing Post Office rates, together with an administration fee of £2.50.

Scanning will be charged at the same rates as photocopying and will also incur an administrative charge levied at the appropriate hourly rate(s) described below.

Hourly Rates

The hourly rates for staff at levels 4 and above will be set in line with the University’s recommended Research Day Rates . The hourly rate for staff below Level 4 will be £25 per hour (or part thereof).

Waiver of charges

Charges will only be waived where necessary for compliance with any legal obligation or in exceptional circumstances. Any waiver that is not necessary for compliance with a legal obligation will be adjudged on its own merits and will be made entirely at the University’s discretion. Any waiver so made is not to be construed as creating a right to future waivers under the same or similar circumstances.
