As the Court enters its second decade‚ it is addressing many of the world’s major human rights crises. The institution has garnered broad support‚ with a solid base of States Parties and the confidence of the United Nations Security Council. At the same time, it is struggling to finish its first trials and seems increasingly overwhelmed by the growing number of arrest warrants, prisoners and situations under examination. The talk will examine the Court critically, and will attempt to pinpoint areas for attention and improvement.

Professor William A. Schabas, Department of Law Middlesex University, is professor of international law at Middlesex University in London. He is also professor of human rights law at the National University of Ireland Galway where he is chairman of the Irish Centre for Human Rights, and a visiting professor at the Paris School of International Affairs (Sciences-Po). He is the author of more than 20 books and 300 journal articles, on such subjects as the abolition of capital punishment, genocide and the international criminal tribunals. Professor Schabas was a member of the Sierra Leone Truth and Reconciliation Commission. He is a member of the Board of Trustees of the United Nations Voluntary Fund for Technical Cooperation in Human Rights, president of the Irish Branch of the International Law Association and chair of the Institute for International Criminal Investigation. He is an Officer of the Order of Canada and a member of the Royal Irish Academy and holds several honorary doctorates.
