The Universities and Colleges Employers Association (UCEA) made available on 24 August 2016 a ‘Draft 2016/17 Settlement’ document and advised Higher Education Institutions (HEIs) participating in the 2016/17 pay round, including Southampton, that they could proceed to implement the pay elements of this draft settlement.
The University recognises that this final offer has not yet been accepted by the trade unions. However, UCEA has written to HEIs explaining that, with the final offer having been made in April, and the formal dispute procedure concluded in mid-May, it does not believe it is reasonable to expect employees to wait many more months beyond the 1 August 2016 implementation date to receive their pay increases.
On this basis, the University will apply the pay elements of this year’s draft settlement in September’s payroll, backdated to 1 August 2016.
This year’s final offer provides a base pay uplift of 1.1% on all points of the national pay spine, save for the first seven points where larger increases apply (of between 3.1% and 1.6%).
This decision does not conclude the 2016/17 round, which currently remains unsettled with the trade unions; the UCEA position is that it remains keen, on behalf of participating employers, to achieve a settlement on all elements of the draft settlement including the national joint work being offered on gender pay gaps and casual working.
